وزير المياه والبيئة يفتتح مشروع الجاهزية لصندوق المناخ الأخضر GCF– ورشة اعتماد: المساهمات المحددة وطنياً NDCs🇾🇪

عقدت وحدة تغيّر المناخ بوزارة المياه والبيئة، وبالشراكة مع برنامج الأمم المتحدة للمستوطنات البشرية (UN-Habitat)، ورشة عمل “دعم التنمية منخفضة الانبعاثات في اليمن من خلال إعداد المساهمات المحددة وطنياً (NDCs)، مع تعزيز القدرات المطلوبة ومقترحات المشاريع ذات أولوية. خلال الفترة 5–7 أكتوبر 2025 في فندق كورال – عدن.
جمعت الورشة ممثلين عن الوزارات الوطنية والسلطات المحلية والقطاع الخاص بهدف:
* وضع خط أساس مشترك لتقدّم اليمن في الـمساهمات المحددة وطنيا وتحديد فجوات البيانات ذات الأولوية.
* اعتماد وتأكيد أولويات القطاعات ومستويات الطموح.
* تحديد حزمة التدابير ذات الأولوية للتخفيف والتكيّف باستخدام معايير اختيار واضحة.
* إعداد خريطة للشركاء المقترحين ومصادر التمويل المحتملة.
* تعريف أصحاب المصلحة بأسواق الكربون الدولية بموجب المادة 6 من اتفاق باريس. حيث عمل المشاركون على تلك الأهداف.
أبرزت هذه الورشة أهمية الـمساهمات المحددة وطنياً و دور التدابير ذات الأولوية في توجيه العمل المناخي مستقبلاً، وقدّمت للمشاركين معلومات حول أسواق الكربون—لا سيّما المادة 6—وآفاقها في اليمن. كما كشفت عن فجوة ملموسة في البيانات، خصوصا في مكوّنات العمل المناخي، مؤكِّدةً الحاجة إلى حلّ مؤسسي منظّم لبناء نظام منهجي لجمع البيانات وإدارتها وتتبعها.

GCF-readiness projects-NDC Workshop: Nationally Determined Contribution 🇾🇪

The Climate Change Unit (CCU) at the Ministry of Water and Environment, in partnership with UN-Habitat, successfully held a three-day Validation Workshop (5th–7th October 2025) at the Coral Hotel in Aden under the GCF Readiness project “Supporting Yemen’s Low-Emissions Development through the preparation of the Nationally Determined Contribution (NDC), while enhancing required capacities and project pipeline in support of reducing emissions”.
The workshop brought together representatives from national ministries, local authorities and private sector to:
• Establish a shared baseline on Yemen’s NDC progress and identify key data gaps.
• Validate and confirm sectoral priorities and ambition levels for NDC3.
• Identify a prioritized package of mitigation and adaptation measures based on clear selection criteria.
• Map proposed partners and potential financing sources.
• Introduce stakeholders to international carbon markets under Article 6.
Participants worked to identify and validate sectoral priorities and measures aligned with Yemen’s national priorities, and to map partners for potential financing resources.
This workshop highlighted the importance of the NDC and how prioritized measures will guide future climate action, and it provided participants with information on carbon markets—especially Article 6—in Yemen. Additionally, it identified a significant data gap in Yemen, particularly in climate action, and emphasized the need for a structured solution for systematic data collection.
